Lack of common sense by Metro Station Managers at WFC

Why is it that in the middle of rush hour, the West Falls Church Metro station manager decides to turn one of the two escalators going down to the platform in inverse movement, that is going up ?
I asked them many, many times to put it on Stop so people going down to take the train to DC can make use of it. The response: one of the escalators has to be running up. No. It doesn't. First of all, because there is an elevator just 10 feet away, and second, because there are like 3 people that use that escalator going up. I know because I have stayed there and watched.
So passangers are left with only one escalator running down (when it is really running) and another empty of people coming up. RIDICULOUS!. People crowd the only down escalator only to get to a very narrow platform and forced to turn back so they can get to the middle or first cars.
I have also written about this to WMATA, but they never even when to check it out. There have been two accidents involving people that pile up at the very bottom of the one escalator, and authorities have not even consider to do the smart thing. Not only my proposal to STOP the second escalator is safer, but it also will save a lot of money in electricity that is now being wasted on an escalator that nobody is using.
